次のとおり一般競争入札に付します。

(6)入札方法:入札は,予定数量に単価を乗じた総価額で行う。落札決定に当たっては,入札書に記載された金額
            に当該金額の10パーセントに相当する額を加算した金額(当該金額に1円未満の端数があるときは,
　　　　　　その端数金額を切り捨てるものとする。)をもって落札価格とするので,入札者は,消費税及び地方
　　　　　　消費税に係る課税事業者であるか免税事業者であるかを問わず,見積もった契約金額の110分の100
　　　　　　に相当する金額を入札書に記載すること。
2 電子入札･開札システムの利用
 本案件は,電子入札･開札システム対象調達案件である。なお,当該システムによりがたい者は,発注者に書面に
 より申し出のうえ,紙入札方式によることができる。
3 競争参加資格
(1)予算決算及び会計令(昭和22年勅令第165号(以下「予決令」という。))第70条の規定に該当しない者であるこ
 と。ただし,未成年者,被保佐人又は被補助人であって,契約締結のために必要な同意を得ている者については,
 この限りではない。
(2)予決令第71条の規定に該当しない者であること。 
(3)平成31･32･33年度内閣府競争参加資格(全省庁統一資格)「物品の製造」又は「役務の提供等」のA,B又はCの
 等級に格付けされ関東･甲信越地域の競争参加資格を有する者であること。
(4)宮内庁における物品製造契約等に係る指名停止等措置要領に基づく指名停止を受けている期間中でないこと。
(5)入札説明書の交付を受けた者であること。
(6)その他,入札説明書による。

(5)落札者の決定方法 1(6)及び予算決算及会計令第79条の規定に基づいて定めた予定価格の制限の範囲内で有効
 な入札を行った者を落札者とする。

(7)皇居への出入門は,坂下門とする。手続きがあるので,時間に余裕を持って入門すること。

(4)Delivery place: The place specified by the Contracting entity.
(5)Qualification for participating in the tendering procedures: Suppliers eligible for participating
 in the proposed tender are those who shall:
 ①Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting.
 Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the
 consent necessary for concluding a contract may be applicable under cases of special reasons
 within the said clause.
 ②Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
 ③Have Grade A , B or C in the list of the “manufacture of product”or“offer of services” in
 the Kanto-Koshinetsu Area in terms of the qualification for participating in tenders by Cabinet
 Office (standardized qualification for every Ministry and Agency) in the  fiscal years, 2019,
 2020 and 2021.
 ④Not be suspended from transaction by the request of the official in charge of contract.
 ⑤The others: As in the tender documentation.
