(6)入札方法
①入札金額は,1ヶ月あたりの月額単価を記載すること。
②入札者は,回線使用料のほか,調達物品の本体価格,輸送費,関税及び仕様書等に記載する機器据付調整,設定調
整,保守等,納入に要する一切の諸経費を含め,入札金額は1ヶ月あたりの契約希望金額を記入すること。
③落札決定に当たっては,入札書に記載された金額に当該金額の100分の5に相当する額を加算した金額(当該金額
に1円未満の端数があるときは,その端数金額を切り捨てた金額とする。)をもって落札価格とするので,入札者
は消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず,見積った契約希望金額の105
分の100に相当する金額を記載した入札書を提出しなければならない。

2 電子入札・開札システムの利用 本案件は,電子入札・開札システム対象調達案件である。なお,当該システムに
よりがたい者は,発注者に書面により申し出のうえ,紙入札方式によることができる。
3 競争参加資格
(1)予算決算及び会計令第70条の規定に該当しない者であること。ただし,未成年者,被保佐人又は被補助人であっ
て,契約締結のために必要な同意を得ている者については,この限りではない。
(2)予算決算及び会計令第71条の規定に該当しない者であること。
(3)平成22・23・24年度内閣府競争参加資格(全省庁統一資格)「役務の提供等」のA又はBの等級に格付けされてい
る者であること。
(4)宮内庁における物品製造契約等に係る指名停止等措置要領に基づく指名停止を受けている期間中でないこと。

consent necessary for concluding a contract may be applicable under cases of special reasons
within the said clause
[2]not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
[3]have Grade A or B "offer of services" area in terms of the qualification for participating in
tenders by Cabinet Office (standardized qualification for every Ministry and Agency) in the
fiscal years, 2010, 2011 and 2012.
