Budgetary Matters

The budget related to the Imperial Household Agency consists of the expenses for the Imperial Family and the expenses for the Agency itself.

Expenses for the Imperial Family

The expenses for the Imperial Family are classified into three categories: Personal Expenses, Allowance for Imperial Family Members and Palace-related Expenses (Imperial House Economy Law, Article 3).

Personal Expenses
These are the personal expenses to be spent by His Majesty, His Majesty the Emperor Emeritus and inner-court members of the Imperial Family (Naitei-Kozoku) in daily living and activities. The amount for these expenses is stipulated by law and is 324 million yen in FY2024. These personal expenses are not public funds to be used and accounted for by the Imperial Household Agency (Imperial House Economy Law, Article 4; and Law for the Enforcement of the Imperial House Economy Law, Article 7;The Law for Special Exception of the Imperial House Law concerning Abdication, etc. of Emperor, Supplementary Provisions, Article 4; and Article 5)
Allowance for Imperial Family Members
In order that the Imperial Family is able to maintain a life-style that befits its position, each member of the Imperial Family, excluding His Majesty and inner-court members of the Imperial Family (Naitei-Kozoku) , is provided with an annual allowance.
The allowance for an Imperial Prince or an Imperial Princess who has an independent household is stipulated by law and is 30.5 million yen in FY2024. The total allowance for Imperial Family members amounts to 264 million yen in FY2024.
The allowance for Imperial Family members is not public funds to be used and accounted for by the Imperial Household Agency (Imperial House Economy Law, Article 6; and Law for the Enforcement of the Imperial House Economy Law, Article 8; and The Law for Special Exception of the Imperial House Law concerning Abdication, etc. of Emperor, Supplementary Provisions, Article 6)
When a member of the Imperial Family establishes his/her independent household, or when a member of the Imperial Family leaves his/her Imperial status, a one-off allowance will be paid out. (Imperial House Economy Law, Article 6)
Palace-related Expenses
These are the expenses to be used for the Imperial Family's official duties, including ceremonies, state banquets, receptions, domestic and overseas visits. These expenses also include those for the management and maintenance of the facilities of the Imperial Palace and other properties. In FY2024 palace-related expenses amount to 9.55 billion yen. The palace-related expenses are public funds to be accounted for by the Imperial Household Agency (Imperial House Economy Law, Article 5).

Imperial Household Agency Expenses

These expenses cover the personnel and operational costs needed for the running of the Imperial Household Agency, which in FY2024 amounts to 11.96 billion yen.
